Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances
The Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (CITNDPS) is one of three major drug control Treaties. The CITNDPS provides measures against drug trafficking, including provisions against money laundering and the diversion of precursor chemicals. The aim of the Convention is to promote co-operation among the Parties concerning the various aspects of illicit traffic in narcotic drugs and psychotropic substances. All Parties shall take legislative and administrative measures to carry out their obligations under the Convention. Article 12 of the Convention requires a system to monitor international trade in drug precursors. Since trade in these substances is lawful, different measures were adopted to strike an appropriate balance between the desire to exploit all possible means to prevent drug precursors reaching illicit drug manufacturers and the commercial needs of the chemical industry and other operators. The convention was opened for signature on December 20, 1988 and entered into force on November 11, 1990. The duration of the Convention is unlimited.
