The Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices

The Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices is the second Protocol of the Convention of Certain Conventional Weapons. It opened for signature on April 10, 1981 and entered into force on December 2, 1983. The Protocol relates to the use on land of mines, booby-traps and other devices, including mines laid to interdict beaches, waterway crossings or river crossings, but it does not apply to the use of anti-ship mines at sea or in inland waterways. It is prohibited in all circumstances to direct weapons, either in offence, defence or by way of reprisals, against the civilian population or against individual civilians. The Protocol prohibits the indiscriminate use of mines, other than remotely delivered mines; booby-traps and other devices as well as the use of remotely delivered mines unless such mines are only used within an area which is itself a military objective or which contains military objectives, and unless their location can be recorded. The use of certain booby traps is prohibited too. All State Parties shall endeavour to ensure the recording of the location of all minefields, mines and booby-traps which they have laid or placed in position.
