The Joint Protocol Relating to the Application of the Vienna Convention and the Paris Convention links the two core conventions on nuclear liability together. As no State Party has ratified both conventions the Joint Protocol ensures that the Western European focused Paris Convention and the Eastern European centric Vienna Convention are compatible. The Joint Convention rectifies one of the core problems with the existing convention, namely victims were only covered if the nuclear damage was caused by one of the other State Parties of the convention they were a party to. Furthermore, the Joint Convention ensures that only one of the conventions can apply in a case of nuclear damage being caused and thus prevents civil operators being liable to pay double compensation. Currently the Joint Protocol has been signed by no less than 28 State Parties and has since 2015 been affected by the Convention on Supplementary Compensation for Nuclear Damage.
